To get the most out of my water-pumps without creating an eyesore, I typically build my cities on rivers. By raising terrain to just above water level at the top of the river in long one block rows sticking out into the water. If you arrange these long "fingers" of land so that about 5 to 8 pumps fit on each one and make the "fingers one block space apart it looks like a major pumping station for a metropolis. You can also put a water treatment plant where the "finger" meets the land to clean the out-bound water. This saves your inland properties for better stuff and minimizes the use of coast/shoreline!
Thomas Whaples adds the following advice that may offer even greater efficiency:
Make the fingers of land 2 tiles wide, giving you 2 pumps in the middle for more pumping power.
