I was somewhat surprised to see the "building plop" cheat used in creating estates to surround the mayor's house when there is a relatively simple way to create a nice estate without cheating. First, develop and age your city for seventy years. This lets land values rise. Find a nice site along a river that has a "Very High" or "Astronomical" land value. Zone a 4x5 plot of light residential. Wait a few months as some prospective homeowner builds a fancy, fenced estate with open lawns and a 2x2 mansion. When he's done, bulldoze the mansion and replace it with your own home. (I only said you wouldn't have to cheat. This doesn't mean you aren't playing dirty.) Make the surrounding terrain (fences and lawn) historical to protect your investment. You're done!
