Xangseng city is the capital city of rage region,its population was +7000.Its was named after the 2006 strongest tropical typhoon's Int. Name was "Xangsane"
Mayor.Kyogre is the mayor of this city , actually it is a "POKEMON" not person.

Kyogre built microwave power plant at the far end of the island with landfill,fire station, and police
