Special Entry 2- Crisis Not Adverted

Lakefront District, Kellan. 214,000 residents make up 40% of the city's population. Adding 52,000 residents a year, the Lakefront District is the fastest growing district in Kellan. Traffic, growing density, and a 10 degree urban heat island make this a big city paradise. However, Kellan is about to end its wettest and snowiest year on record. Temperatures in the Lakefront District dropped below freezing only 9 days this year. Which is why the Lakefront District has seen nearly 93 inches of rain this year compared to 87 inches in Downtown Kellan. These are around 3 times above average for both locations. This wet trend isn't ending soon, and a crisis is just now starting.

57,000 people have been displaced as Kellan Lake has overflowed and flooded parts of the Lakefront District with up to 8 feet of water. Ground floors of 11 office buildings have been flooded due to their windows broken by the force of the water. The Mayor of Kellan & President of Henderson have both declared a state of emergency as Kellan's wet trend isn't expected to end anytime soon and because two storms are approaching and are both expected to dump at least 8 inches of rain each.

Even with all of this, the Lakefront District continues to be a hub for jobs and experience daily Los Angeles-Like traffic which is now a way-of-life in the Lakefront District.

This is a picture of a shopping area in the Lakefront District flooded by Storm Cat in September. Luckily, most traffic fled the area before Kellan Lake overflowed its boundaries. Cat dropped 6.44 inches of rain in just 75 minutes, and another 7 inches over 2 days with little to no interruptions. Kellan Lake flooded the surrounding .95 miles but receded once the storm was over.
