okay then, here's how 3 mesas is starting to develop.
The remaining mesa starts to develop on a long process:

The "plant a tree" program develops some forest around the mesa, to preserve the natural habitat of wild animals and to lower pollution:

I'd say developing more land, you can reside more people and therefore get more in taxes and eventually have enough for a highway extention.
