I'm a guy who has started a city. It is in a custom region. For those of you who don't know how to make a custom region, find SimCity 4 in your documents and dive into the regions folder. Create a paint picture. MAX SIZE IS 24x24 PIXELS!!! Zoom max in for a better view. make blue, green and yellow colours. Note: they MUST be only that colour and max that colour. 4x4 blue = large 2x2 yellow = medium 1x1 green = small. Enjoy! Anyways... yeah...
