Concerning libraries & their radius effect!

Hi.

I have rush hour edition.

I would like to know for example:     when a library is placed in my city & it's radius covers every single residential building.... then, will the people living closest to the VERY centre of  the radius area (the library itself), become more knowledgeable? Can or do -  the residents living further away, still benefit,  just as much?

My concern is that  the farthest living sims from the library, may not be  recieving as much knowledge as the people living at the very core of the radius... even though they are still however, in it's circle!!

Please do not  take into account the traffic. Lets just pretend that the commute/traffic is all good.

As far as I know it makes no difference. Any building within the radius will receive the boost.
