I think the way it works is that every building has an effectiveness range. This is intuitive: A highschool wouldnt do much for a bunch of 7 year olds, and an elementary school couldnt help a bunch of brilliant 20-somethings. Once a sim gets into a certain EQ range, another building becomes more effective at increasing the EQ. The specifics Im not sure of (where the turning points are for the highschoo, college, etc) Also, I think the libraries and museums preserve education, which goes hand in hand with life expectancy. If they live long, they need to have brainfood until their dying days.

I posted a bar-chart quite awhile ago, showing the contributions to education for all the schools, based on age. However, here is another cut at the chart, this time using a line graph. Maybe it's easier to illustrate, this way.

You can see that each kind of school (or library, museum, etc.) has an optimum age where it provides the most educational value to a sim. For example, an elementary school educates best when sims are young, and provides little or no value for old sims. Museums are the opposite.

You can also see the relative contribution to education in this graph. Schools and university provide a huge impact to education (when the sims are at the appropriate age), while libraries provide just a trickle of education (throughout a sim's entire lifetime).
