Cities not sharing demand

Hi one of my cities is not sharing its demand with a network of smaller cities. I am running Simcity Deluxe. the city is called "The Core" it has three highway links connecting it to three other nodes of the network. I will post a picture. It reads completely drifferent demands to the others, which are in unison.

I think a little more information would be helpful in solving the problem. For example, what are the populations and job numbers in each city and a picture of their detailed RCI graphs.

However, I don't think demand should be expected to be "in unison" ie the same in every city. Mine certainly never are. The demand in each city will be very different, because demand depends on many things that are unique to the city. For example demand cap, taxes, number of neighbour connections, ordinances enacted etc.
