Is it possible to have two islands in two different city blocks and connect them with tunnels?

Actually, you can. Do the cheat code 'setsealevel' and after that put a 0. Then, press enter. After that, make a dip where you want it to start. Then, on the same gridline[towards the other city],make a dip at the very edge. After that, place your tunnel. Go into City mode in the other city. Then reconcile the edges, place your other dip, and place your tunnel. Now, you're done! [just make sure the railway or road, or whatever it is you're using for a tunnel, gets to high land]
