No, there is none, and there will never be one, and there is no hope or the most remote possibility that there will ever be one, and fortunately it's not even necessary. Get used to regional playing, get some big cities built, and you will soon see that large, densely populated maps can get so sluggish that many an experienced city builder uses large maps only for suburbs and medium maps for downtown skyscraper forests because they don't slow down like hell. Remember that a city is not one map. A city can be anything, and you can always continue on the other side of the boundaries of a map - on the adjacent map.

one thing i dont like about making an entire regiona full city is the fact that most of the time people get lost in between cities....and most people abanden buildingsbecause of getting lost across city boarders...

That's simply impossible to say because it depends on so many factors. How many BATs you have downloaded, which traffic mods (if any) you use, your graphics and details settings, the amount of occupants and traffic in the city, the number of buildings, etc etc etc.

Less custom stuff = less RAM usage

Standard pathfinding instead of plugins = worse pathfinding, but less CPU load

Less details = worse look, but better performance

Less buildings on a map = less RAM & CPU load

Less background programs = less resources occupied, better performance

When it comes to a highly adjustable game like SC4, you cannot use any simple mathematic equations and formulas; the only really and universally true answer to almost all questions is "It depends...". Only your own experience will tell you when the city starts lagging too much, and then let's not forget that everybody has a different taste: One person will be annoyed by the slightest lag and refuse to lower detail levels to get more performance, the other one may tolerate huge lags and missing details. On one and the same PC, and on one and the same map, person A might say "Oh forget it, it's too slow", while person B says "Hey, it's still ok".

    EDIT

Oh, if you meant which graphics card... it doesn't matter at all. Anything above a Geforce 2 GTS / Geforce 4 MX / Radeon 7200 should work fine. Doesn't matter a bit whether you spend $ 10 for a used Ti4200 or $600 for a top-notch card. SC4 requires RAM, CPU, CPU and RAM, more RAM, eben more RAM and still more CPU, not to mention CPU. Forget graphics cards, they don't matter for SC4.
