Grand Central is under trains, and do the Pure Evil Ice Cream, Sell Secert Rocket Formula and Spread Zombie dust U-drive it missions for Area 5.1.

You have to do U-Drive it missions, for grand central you need an extensive train line and sims that use it to it's capacity.  I think the population needs to be about 100,000? Something like that, anyway, it's a passenger train so make sure you have ways of turning the train around in all corners of the map before accepting it.

With area 5.1 you want to do all sorts of evil Dr Vu missions to unlock it, but it is sweet when you do...

If you are running in hard mode, and get poor enough, Dr. Vu will make you an offer. Area 5.1 is a radioactive dump of some kind, notwithstanding all the eye candy. If you put it in your city, put it far, far away from your population centers.
