via rail trains

I downloaded via rail trains to plugins folder. How do I get them to show on rails in game

If you mean that you downloaded a skin/mod, it should appear as automata in the game when you play (no menus for this); if you don't see your automata, maybe your game settings are in a need of a change -> go to settings (I think it was 2nd icon from the right), check that the value for traffic/humans is set to at least medium. Sorry, but because I don't have the game on this machine - and because my game is in French, I can't remember exactly the name of these in English.

Did that no luck All I see is a small green thing moving

THe VIA rail trains carry passengers. Do you have a railway that has sims commuting on it? If you don't you won't see the trains.
