Is there a region tempate out there?

Hello, I'm a newb to the site,( its fantastic, by the way), and I was wondering if anyone has a general template for a multi-city region, such as how many indust. & R$ small block cities to use to support a large block city. Again, nothing specific, just a general idea. I don't use cheats, ( I have NAM mods, though),  just finished customizing a region,  & I would like to begin my world with a gameplan. Thanks in advance for your assistance.

P.S. Several plop. downloads have shown up as a wooden crate w/ Sim.com on the side... is that normal?
