It depends what it is.  For lots and BAT's click the download button, then, once it downloads, run the installer if it has one.  If it doesn't, unzip the contents into either My Documents\SimCity 4\Plugins or C:\Program Files\Maxis\SimCity 4\Plugins

You extract the download using Winzip,WinRAR etc. into your MyDocuments/SimCity4/Plugins folder OR Program Files/Maxis/SimCity4/Plugins folder and they should appear in game. If this doesn't work, the building you are trying to download must be a growable which means you have to zone some Residential, Commercial or Industrial zones and get to the required stage to make it grow OR it could be a reward which means you have to meet some requirements before you can use it in your city. If the building you downloaded comes with a ReadMe always read it as it contains useful information on how to get the building into the game. Hope this helps.  Welcome to Simtropolis!

What I mean is should I save it to a compressed file or extract it to a regular file (Whatever that means)

Well that depence on your temper. I save the zip-files (outside the plug-in folder) and then extract them into the plug-in folder.

1st-Download what you want
2nd-exract files into SimCity 4\Plugins
3rd-goto your game and have fun!

You can if you want to just move the nessasery files manually into your plugins folder (not in a zipped folder) but usually extraction as said above is usually the best method. I recommend if you do choose to extrate is to deleate what you don't need in the unzipped folder and keep the original zipped folder else where for future refrence.
