Would a MOD API be useful for SC5 ?

Hello everyone,

I was interested in maybe making a mod api (lua/c++) to allow for extensive modding of the SimCity 2013 game.
Would it interest anyone ?

If yes, what kind of features would you guys need ?

I don't have a clear idea , as i don't extensively play the game too much, i'm more interested on the technical challenge aspect, so i want to know what are the needs, in order to have a meaningful modding api people could use, and test aswell.
