Scenario Creator

Does anyone know how to run Scenario Creator for SimCity 3000 Unlimited stored in the folder "Apps\ScenarioCreator"?

I tried to run it on Windows 95/98SE/XP/7 (virtual or real machine) with Microsoft Access 97/2000 Runtime, but the app returned various errors.  The following is an example.

GOG and Steam are liars as they are writing "Play 13 challenging scenarios or MAKE YOUR OWN WITH THE SimCity SCENARIO CREATOR."

I made various tests and found that the installation with the obsolete CD-ROM was neccessary beforehand to run the scenario creator!  No-CD patch was also necessary in my environment (e.g. http://www.gameburnworld.com/gp/gamefixes/simcity3000unlimited.shtml).

As Access 97/2000 runtimes can't be used with the modern Windows, you need to use an old Windows (VM).

I finally saw the menu.

However, the program would not be proceeded after trying to make a New Scenario in most cases.

I always encountered the following error message to use Load menu.

You can test the files like below by yourself (though they may be illegal).

I wonder if old people could run Scenario Player properly.

I recently got a CD-ROM of Japanese/English version of SimCity 3000 Unlimited.  I also prepared a real machine of Windows XP SP3 and installed the English version.  As the CD-ROM was genuine, I could play the copy protected SimCity 3000 without No-CD patch.

The Scenario Creator, however, would not work properly.

I believe someone in many members in this forum ran the Creator in the past.  Please let me know the PC environment.
