1. The 2 Eastland Grand download with the rail station. i cant find the ground dependancy thing for the missing ground.

2. i cant work out how to make a tram network.

A member had raised the issue in the download page itself, and someone suggested on downloading the BSC PEG texture pack.

well I can't help you with one but I know how to lay out a tramnetwork (this is the wrong place BTW). you can do that with the NAM ground light rail things. they can be found near the top of your transportation menu (the thing where also the subway is). just play a bit with it you need also a station for the tramtrack. so you need to searche for GLR stations on the stex. or click on my connexxion signature. there you can also find a GLR tram.
