Check congestion on your roadways. I tend to have similar problems when I start upping the densities of my zones. Chances are your people are moving as a result of their work commute times.

My recent experiment involves a sort of horseshoe shaped one way road with two one way roads between the curve of the shoe and the road it leads to/from. I've got 3x3 dense residential zones seperated by large parks/flowergardens/etc. Two bus stops at every road connection in the residential zone, as well as a parking garage, bus stop, and subway entrance at the exit of each.

Ive got a good amount of bus stops in every commercial/industrial zones as well as as few subway tunnels Which generally lead to other subway entrances adjoining bus stops along my avenues. With exception to the entrance and exit on my high density residential zones this has cut down road congestion substantially, and allowed for higher income development.

Despite my doubling up of bus stops in the residential zones I find they're all operating near or over their capacity. I'm also pulling in about 2k from mass transit after maintenance costs.

commuters only walk about ten squares.. max.. (Not sure exactly what this means, some might be lazy and not go as far?).. so I tend to place stops every 20 squares or so in industrial/commercial zones. I also have the shuttle service ordinance enacted.

You should be happy with a city that big!!!!  I have only ever gotten cities to the 500k mark.  what is your goal in this city?  how big do you want it to be before you stop and move on?  I would have to say that you have one of the largest cities ever developed by anyone here on the forums.  so really you are in new territory.  you should be telling us how you got a city that large not looking for advice, lol.  any advice we can give, you have probably already implemented.  9.gif
