How to make bigger cities?

 How can I make a city bigger. For example I downloaded NY and its divided into small boxes how is it possible to run the whole thing as one city?

If I understand you correctly, you want to take a fairly large map and run it as one city.  If this is want you are asking for, then I have bad news for you.  In SC4, it is impossible to increase the size of a city so that one city will encompass a medium or large size map.  The only way to have a map of only one city is to create a map that only has 1 small, medium, or large city in its config file.

I'm sorry to give you bad news, but I can comisserate as I wanted to do that same thing when I was new to SC4.

Yes unfortunastley you cannot change the size of city tile. Althougth you can create larger maps consisting of any city tile order you want.

Hi, lazybones.  I've been an SC4D player for about a year now, and I felt the same frustration (and still do, to some extent).

Here's what little I have learned about metropolis sized cities.  You have to regard the individual cities in a region as sub-elements of what you are trying to create.  The connections by way of road, rail, sea, and so on help you to customize what each individual piece of your city does.  Commuters from a suburb will, for example, work in a city that provides large numbers of industrial or commercial jobs, if they are given the highway or mass transit means to do so.  Your advisors, (who I hate for various reasons, particularly the nasty health/education workers are going on strike person with the bad teeth) will tell you that you are doing something wrong, but through experimentation (and application of the right modifications) you can create a satisfying megalopolis with a central business district (or two, in my regions based on large cities), an industrial district, residential suburbs, rural farm areas, seaside towns and minor ports, and whatever else you may want to create.
 
I think that there are some tutorials on this site that are helpful, but nothing works better than noodling around with the game in order to come up with what you like.  It's a lot more complicated and fun than what it appears to be when you're at the RCI is god, all cities have to have all three stage.
 
As far as practical advice is concerned, you have to start out in each city with all three elements, but you can build them out of the city as your region matures and each city works toward becoming a specialized element.
 
One other thing.  Don't buy into mods haphazardly.  There's a lot of crap out there, and a lot of stuff conflicts with other stuff.  Add onto your basic capabilities slowly and reasonably.  I have sh1tcanned any number of regions (and reloaded the game) because I foolishly bought into too much chrome.  Still, most of the stuff you can add is the greatest.  Just be careful.
 
Hope this helps.  I enjoy this game more all the time, now that I have worked my way past the basics.  It's like Segovia said about the guitar: It is the easiest instrument to learn how to play a little.  It is the most difficult instrument to learn how to play well.
