Project Orion 3k can't build in extended area?

I'm able to build roads because I downloaded the regional mod sets for them, but how do I zone and place buildings?

I'm having issues with it too, It still stops anything from being built outside the city limits?? I'm a Mac user if this makes a large difference but it still reads .package files.

Same problem on Windows 10.  It also makes my resources (oil, ore, coal) read zero in the ground even though the map shows it's there.

Update: Then I realized Orion depends on a whole slew of other mods you have to download and install.   It would have been best if they put it all into a single download with instructions in a readme.

I got everything, but I seem to be having a problem with the Akad mod.  I can't build in the extra area without it, but I can't find my regular roads with it.
