Auto-Budget???

Now, it's entirely possible I just installed a mod months ago, the last time I played SC4, and have forgotten. Haven't checked yet. But...

I loaded a city in RH (which I *LOVE*... THANK YOU ASPYR FOR FINALLY PORTING IT!!). But every month, I raise everyone's budgets, and every month, the budgets reset themselves to nil levels and I get strikes galore.

Is there an autobudget feature hidden somewhere in RH that does this to me? Any ideas anyone?

I would highly recommend anyone, who decides to Upgrade their game to RH, to start from scratch. This even includes any custom made Regions. A great deal of people had issues with the upgrading to RH (with PC version), because of the changes made in/to the game with the upgrade. Some are avoidable, but some aren't, hence people should start from scratch (not the best thing to hear I'm sure).

Another example--

Oak Valley has around 200 people, a little stop on the freeway with $4 billion in its reserves. Every month, the wind power budget drops to 5%, not enough to power the town. Every month, I raise it, and every month, it drops again.

...Tell me there's an easy fix...

There's no fix except obliterating your city, like what Tropod said.

I've had the same problem in one of my cities and it didn't come from switching to RH.

I also had this problem. It can occur for EVERY kind of building with adjustable funding, education, health, police, power plants etc.

I think I have found a way to FIX this (at least it DID WORK for me). Suppose that you face this problem for your power plants. You need to take the following steps:
1. Backup your city (copy the city file somewhere else).
2. Go to all of your power plants and set funding to zero. The budget for your power department will become zero as well.
3. Ignore the negative effects (blackouts, strikes etc), they are going to last only for one month (you may also consider to import power for a month or so).
4. Start running the city (preferably at medium speed) and wait until the month CHANGES* (cross the month boundary).
5. Stop the simulator, set funding to normal and save your city.
6. Exit and reload, YOU MUST NOW BE OK!!!
 
* I'm not sure when this works, if it does not try running your city (with the dept budget set to zero) for a FULL month, eg if you started at 05/14/04 wait until at least 06/15/04. Retry using the backup.
 
Could anybody having this problem verify if this procedure works please?
