cities glitch and sims glitch

I recently got SimCity 2013. I built 4 city's surrounding one great works. well, whenever im in one city, all the other cities have their buildings black or brown and are diagonally pointed. And it doesn't look like the normal buildings, they look smeared. Also, im having trouble with the sims in the games. whenever I zoom in full in the city im in, the cars, buildings, and the road look like they should but the sims look like premature mine craft characters, they DONT even have faces! so, can someone please help me?

Are you referring to how your neighboring cities look when viewed within the city view? That "low resolution" thing is normal and emphasizes the fact that those cities are far away. Rendering those distant cities in lower detail is also likely a deliberate decision to reduce the hardware burden on your computer.
