Vehicle Speeds

Greetings,

 

I have been using the sim city pak tool  to mod.  Currently I am trying to understand which files and properties affect vehicles speeds for low, med, and high wealth drivers.  I have already tried to modify the simcar, simtruck from the "SimCity-Scripts_287520926.package".  I then referenced a mod that removed cars for low and med wealth thinking that whatever files were in the pak were all I needed to modify.  I saw no effect in testing when I modified newly extracted copies of those same files in the four fields that said they affected movement.  I also tried modifying the parent passenger train to no apparent effect.

 

Do roads have a speed limiter somewhere?

Has anyone made a mod that affects movement? I have not found one.

How does the ai / pathing handle speed change?
