Help with Gifting

Can't get the gifting to work consistently!!  Have been trying to send mostly resources (alloy, processors, TVs etc.) and haven't gotten it to work.  Assets leave gifting city but tend not to arrive at destination after having limited success.   When I load gifting city, I see the trucks are returning to the city...  

 

No traffic issues in recipient city either... Have depots at the entrance.  Rest of the town is far away and up on plateau.

 

Any tips to offer?

Sometimes it takes a solid 5-10 minutes of game play in the city receiving the gift before it actually appears in your city.
