Try setting your shadows to low.  Shadows, by the way, are very expensive with respect to graphics work.

Sometimes, after you turn your shadows off, the shadows remain, yet they still have that weird blocky look to them. I've found that I'd often have to zoom in and out several times to get the shadows to go away (and even to get them to show up when I turn them on). I often turn shadows off; the game's performance goes to crap when I have them on, so the only time I turn them on is to take screenshots for my CJ.

    Ok, thanks!

    That worked, thanks!

Also, every time I zoom out quickly the game crashes. Can I fix it? Or do I have to zoom out slowly?

I assume you mean with the mouse.  There is no real mouse zoom because the camera only has six steps with fixed POVs.  Sending in a bunch of mouse wheel clicks just overflows the queue, so it is not surprising you crash.

If you want fast 'zoom' use the number keys 1 - 6 to switch to the POV you want.  With the mouse, it's one click at a time.
