unknown structures off Reflection Atoll

Any one notices the slightly blurred out structures around the island off the great works site on Reflection Atoll?

 

Any ideas as to whats out there?

It is probably a secret Maxis HQ. Or Simtropolis HQ, someone should make a mod for that.
