Some mods work, some don't. Bad installs?

Up until just yesterday I played SC2013 completely vanilla... yea I know.. horrible huh? I finally got tired of some of what I felt were restrictions and decided to hunt for mods. Revision Mod, and the Insane Mega Tower mods appealed quite a bit and worked wonderfully or at least from all appaearances they are working.

 

However, for some reason, I can't seem to get Mr Lowe's SC2013 Mods to work at all... the ones that change RCI and other building stats. I've even tried it 'without' the other mods installed (including revision, and just went with stock files)

 

Now, all of these mods say that they are to be installed in the Packages folder, but why is it that some mods don't seem to work? Is it possible that they haven't been updated since the 10.1 patch?

I think installing mods before offline messed up my laptop so I have to type this on my parents computer. its only good for playing SimCity (especially when online is working unlike today)
