I was reading NDEX RailtoSubway Transition v2 READ ME.

 It was last updated september 2nd, 2004.

 The Marrast EyeCandy was last updated May 17, 2004.

 The Marrast Eyecandy underpasses is a very popular lot i presume since it has about 22000 downloads. Well back in the Read Me file of NDEX railtosubway transition I read some interesting info.

The BSC was doing some work on this. I'd created a set of custom LOD's around the underpass model so that you could see vehicles going through. We just needed to do the pathing work, but it got pushed to the bottom of the pile for the pathing experts. It may live again.

I have been looking all over the exchange for these underpass lots. Would it not work to use the SC-4 tool to just transit-enable these lots?

These are already transit-enabled, but without custom paths, the automata can't use it (they do work for "normal" rail, road and bus traffic, though).
