[Q] Abandoned plants and view of desolation in cities

SimCity 2013 has wonderful building models, that support status "abandoned." However, I have never seen in a game abandoned factories, warehouses, schools, factories, etc. Is it possible to make a script which would cause status abandonment, if the building is not used for a long time (when it is disabled and doesn't require payment)? 

 

 

 

 

 

 

If this is possible, it would be great to set the mechanics:

- Restoration of the building is required to pay money (150% of the cost of construction, special button "reconstruction"). 

- Demolition of an abandoned factory or railway station demanding money (1/3 of the cost of construction). So distressed cities will be seen desolation.
