I'm trying to build a bridge. across the RHW 4 but every time I come to this piece then I can not place it against the other piece. What am I doing wrong?

It looks like you try to build a puzzle piece over a starter piece. Are you sure you are using the RHW-4 correctly? You can always check the RHW User's Manual (included in the NAM) for reference.

Yeah, there's probably a starter messing with things. Try to avoid putting them underneath overpasses like that; otherwise they're fine to keep in place. You can delete it and preserve the RHW-4 override as long as you've dragged it out for a good distance.

You should also try using the draggable elevated viaducts, a new feature in NAM 32. These can cross RHW at a more-realistic 7.5 meter height (~24 feet) and they're just so much easier to work with than trying to find all the puzzle pieces that are scattered across different menus and tab-rings. Also, you should use a slope mod to avoid getting those nearly 45-degree slopes that I see in the photo above.

Also to build the bridge across RHW4 you need a flat empty tile between the Highway tile and the on-slope bridge tile (both sides).

This seems odd. I've never had that issue. Pretty much all my highways (rhw4 mostly) are made like above.

You don't need to create hills for your overpasses. There are features in the highway menu (I believe, either the road menu or the highway menu) that has puzzle pieces to create road and avenue overpasses.

Sometimes, if you have obstructions near the place you want to build the overpass, such as the hills you created, the road over RHW puzzle piece will not plop there.

If you do have terrain features in the way, don't forget you have civil engineering tools in both mayor mode and god mode.  To access god mode from mayor mode hold down CTRL+ALT+SHIFT and click on the god icon.
