Why Dosnt EA or Maxis just let us Delete Abandoned cities?

There are so many dead cities that people make and just abandon and they waste a perfect growing region of amazing cities .The game has been out for so long now and this seams like such a big and clear issue to bring up and deal with  Why cant we just have the cities disappear if they are abandoned because half the time we cant claim them to do anything with if we don't have the right pack and if we do we have to demolish the whole thing to open the city for other players which then again can only take the cities if they have your packs THERE ARE SO MANY DEAD REGIONS   this is just ridiculous.

Yeah Im Getting Crasy Of That Too! Sometimes I Find A Awesome Region BUT All Cities Are Abandoned But Can i Take Them?? No! That Says You Dont Have The Right DLCs And Am Like WTF Behucase There Build Simply Nothing
