Mods Problems

These are the following mods I am having trouble with, 

 

 

These all work perfectly fine when I start a region in sandbox mode but when I start a region that isn't in sandbox none of them work.

 

This is a picture of my SimCityUserData/Packages folder in case someone sees something I might have placed wrong in it.

I've already talked with CapTon and he can't figure out what the problem could be so maybe someone else can give me some ideas.

it could be possible that simcity's anti cheat feature is preventing the mods from working properly in the regular offline  mode

There is a bug where if you switch from one region to another, a lot of mods stop working.  The solution I've found is to exit the game, and then come back in and go directly to the region you wish to play.  If you go into the Region selection tool, that's when the mods stop working.  So, exit to main menu, go to your regions, create a new region that you wish to play, found your first city, go into the city, save game, exit game completely, re-start SimCity, then go directly to the new region.

I got tired of having to exit and reload to get them to work, so i put all my mods directly into the SimCity-Scripts_287520926 and it works great now, ofcourse make a copy of the original so you can put it back in if you wish to play online
