Weird Loading stuff

Out of the blue here in the past few days whenever I start SimCity and the game starts up to the region and welcome screen, it flashes on and off. The only way to stop it is if I toggle to the desktop and back to the game and then everything's fine...

Any idea what's caused this and what I can do to fix it?

Did you change any of your graphics settings recently?  Have you started using one of the SC4 loader programs ?  Also, check your SC4 shortcut command line to see if anything has changed there.  If you can think of anything that you did recently to/on the computer before the issue appeared, let us know, no matter how insignificant it might be.  This may help in troubleshooting the issue.
