Arcology Launch Center can accept prisoners while closed.

So pretty simply if you can plop a Arcology Launch Center in your city, turn it off immediately and tick the prisoners box with the tourists box unticked.  Wait a bit and all the criminals caught will land in the Arcology Launch Center... even while it's shut off!!  When it's full of prisoners simply launch the arcology to send them away or turn it on and then back off to set the prisoners free.

 

It would seem that instead of being rehabilitated and set free like they do in the police stations/precincts, they simply are caught and are brought to the arcology until released/launched.  So if you want to save some money from building extra cells, try this method out.

Yeah, but then you are spending 500k and getting 0 back. It'd be cheaper to build cells.

Actually, for almost any city, the cost is tiny especially considering that you're not leaving the launch center turned on.  I'm sitting on a city with 700 criminals in the launch center right now.
