There's an app for that?

I know you guys know a lot about these things so, if you don't mind my asking, here goes . . .

 

The line "there's an app for that" applies to smart phones, not old fashioned windows PCs.  But I need an app for some old fashioned windows PCs.

 

Specifically, I would like for a notification to appear, and stay visible, if there is a file, any file, in a particular folder.   I need to be able to set it to different folders on different PCs.   Windows 7 and (unfortunately) Vista PCs.  (yeah, I know, but I'm not in control of the budget here.)

 

What is the best way to do this?   It seems like it should be a simple thing.

You could put a shortcut to the folder on your desk, and maybe get Windows to display the file count.  This doesn't require an app.  If you take a look at my desktop you'll see one such.

 

It is not an app, just a feature of my file system. I don't know how windows displays file shortcuts. This one is actually a folder on my desktop to remove all the clutter from wine apps.
