I've been dealing with this glitch for a while. I don't know what has caused it but it is quite annoying and just all around messy looking.

Ah, the Querway to Heaven.  Usually those go away by themselves after a while.  I gather yours doesn't.  Did you do anything strange in building that connection?  Have you tried running the neighbor city for a while to see if that helps?  Is the elevation of the connection similar in both cities?  As a last resort, I'd bulldoze the connection and rebuild it.

Actually this happens anywhere in the city or other cities for that matter. Just happen to take this oic there. I've dealt with it, but I'm just tired of not being able to see where my sims are going.

There seems to be a glitch in the pathfinder that can't handle a big load until the simulator in general has had time to iron things out.  This may take as long as five Sim-years.  If you are coming across a neighbour connection into a big city this may take some time to settle down as Z1 has stated.

I've only had this problem with early editions of NWM.

But this happens everywhere in the city. In fact...in all of my cities. Not just at the neighborhood connection.

That's very strange.  The only explanation I can think of for that behavior is a bad plugin.  I'd suggest going on that hypothesis and trying to trace it down.  Move everything out of your Plugins folder except the NAM, then start building a new city.  (If you still have problems there, uninstall and reinstall the NAM.  If you still have problems after that, reinstall your game.)  Then use the method outlined by our antlered friend in gradually add your plugins back in, until the problem reappears.  When it does, you can quickly find the guilty plugin.

After a test or two, I found my problem being I needed to run on software instead of hardware. The mods, textures, and other buildings and props weren't the cause. However, I do need to run on hardware mod due to a certain mod. So any suggestions?

If you can live without the HD mod, then just delete it.  Sometimes an empirical approach is the best.

I have the option of running in either of late (the wine guys fixed a major buffering problem), but software mode runs somewhat better for me because phantom things like puzzle pieces look better before they are dropped.  In hardware mode some of them are illegible.  My GPU is no longer supported by AMD/ATI (AMD780) on Linux, so perforce I am using the X-org default which runs my 1080p monitor just fine, thank you.

Being on Linux with no options concentrates the mind like being on death row when it comes to some apps in wine.  However, it is improving over where it was a year or so ago.

It happens for my Simcity 4 too. It happens alongside the other issues that are currently plaguing the game when played on Windows 8.1

Yes, there are apparently a number of issues in playing SC4 on Windows 8.1.  Your best bet is to use software mode unless/until these issues are resolved.

Ah, so 8.1 is the cause. Well that sucks...I'll just have to take away my terrain mod along with anything else.

it ain't necessarily so.  You can abandon 8.1 for Ubuntu.  Download and create the boot disk.  You can install this parallel to Windows then use the windows executive (wine) to run the game. wine is not a default component.  You can download it from the Software Centre.  All of this is free.

When you boot your machine, you get 10 seconds to pick the O/S to use.
