I have a big city and I want trash out of it to a crappy city do, i chose monthly expense or monthly income?

You need to make a neighbor deal.  You need to export garbage from the big city to the 'not so good' city.  Before you can make the deal you will have to build enough Garbage Utility buildings to have enough extra capacity in the receiving city to take care of the garbage from the big city.

The importing city must have some spare capacity (and of course some road, avenue or highway connection. A small-to-medium size landfill (some 4x5 to 5x6) should be enough. And if the landfill is almost empty, you will be exporting your garbage at a very low rate, so low that it can be regarded as a "cheat" (it's due to a bug in the cost calculation, and exploiting this bug is cheaty imo). Another "cheat", the landfill in the importing city will not be getting full, due to the "asynchronicity" of the cities' simulation (when you are playing the importing city, otherwise the cost will rise as the landfill is getting full, and then you can tell whether the rate was indeed low or not).
