Missing Texture(s)

As you can see in the included screenshot the texture on the sign is missing and for all I know others may have be missing as well since my SimCity has always been like this. I'd like to know if there is a way to fix this without a re-install being required or if you've experienced this as well.

Is your graphics setting low? Looks like all of the other textures are very basic. Can you raise your graphics settings to high/ultra, etc? What knd of graphics card do you have?

    These are the current settings that I'm running and are the ones that I was using when I took that screenshot. There is no ultra setting for textures, at least not on my machine. I am using an all-in-one computer so the graphics card is one that you would find in a laptop and not a tower, it's the NVIDIA GeForce 610M. I'd like to replace it, but to buy a mobile graphics card on it's own and not sold in a pre-built package is outrageously overpriced, at least from what I've found in my ventures on eBay and other websites.

    Your lighting is at minimum and shadows are at low. Try changing these incrementally and see what changes you get. If you can max them out, try that and see the difference, if it doesnt run too slow.

    Even though turning lighting on anything other than minimum creates a huge performance hit it did manage to make the sign textures appear as well as many others. I don't see why lighting would have anything to do with these textures being visible or not but evidently it does. In my opinion these textures should appear depending on the texture setting, not the lighting setting to avoid confusion.
