Same place.  My docs\SC4\Plugins.  If you use the lot editor, then you have to put it in prog files\steam\games\sc4 or something like that.  Im not at home, so I don't remember the exact path for the exe for the LE.

Yet another reason to avoid Steam for SC4.  The idea that they can muck with the standard structure (Origin does this too) indicates that they think they own your machine.

Examine your file system and I am sure you will find the structure for this.  It should look like:

SimCity 4
├── Albums
├── Archive
├── Exception Reports
├── Plugins
├── Regions
├── SimCity 4.cfg

Since they can't really change the way the game operates, this structure has to exist somewhere.

Since SC4 is not a DRM program, there is no real reason to them to have their own structure other than bad habit.

I use Win 7 64-bit so my plugins is in the "Documents" area, a couple of weeks ago I went over to using the Steam version, it never occurred to me to change the location of my plugins folder, everything was working OK and the steam version could see my plugins folder no problems there, but I did have two plugins folders one with my compressed plugins and one with the original uncompressed files, I can't get steam to use the compressed folder so have had to swap the plugins contents over ... my SimCity 4 folder than has the compressed files and the SimCity 4 Compressed folder has got the originals in it.
