unable to load the city at this time?

HI I just downloaded and installed cities of tomorrow expansion pack and when I try and go into the cities/regions I have been playing I keep on getting this message...unable to load the city at this time...however if I start a new region that's fine the game loads no worries, but if I exit simcity and try to reload the city/region I had just started I get the message that the city cant be loaded...any suggestions?   Thanks

Does the message appears in map or in menu?

The message appears in the menu screen, I click on the resume button to resume with my city then the game goes through the process of loading the map but instead of being able to play I am returned to the menu screen and that is when the message appears

Try to use the "Join Region" and find your region, then "abandon" the city and recovery it.
Some updates have the "regenerate" option but its only visible in the map (not the menu)
