Remedies for Larger City Sizes

As it has been stated in the past, there won't be larger city sizes.  I've read some ideas regarding changes to sort of work around this issue.  I thought I'd post mine and see if others have similar ideas.

 

My idea would essenially add to the regional level of the game.  City plots would no longer be fixed, but could be placed by the player.  Coal, oil, water, ore, etc. would be viewable at the region level to determine good places to build cities.  At the beginning, there would be no highways or railways. 

 

A player sets up a city plot and develops as normal.  In the financial screen, there is an additional line which a player can send money (or get taxed by) the region.

 

The region accumulates money, which allows for the setup of additional city plots, as well as building highways, railways and other mass transit options, as well as great works sites.  This can help the problem of only having one in/out point in a city. 

 

In a multiplayer scenario, the regional mayor could be decided in several different ways.  There could be one mayor that's voted on, or several mayors could be selected to govern different sections. 

 

Anyone have any suggestions for this idea or have other ideas? I know there was a suburbs plot idea as well.
