COT Park/Shopping Bug?

I downloaded and started playing around with the COT expansion this past weekend.  I spent most of my time just playing around with different aspects of how the expansion works.

 

I started to notice a problem that appeared in every city I started after adding COT, an unusually high amount of abandoned buildings with the reason, "couldn't find parks or shopping".  In almost every case, the building in question was very close to either or both and in some cases, right next door to a park or a shop.

 

Wondering if anyone else has noticed this?

Sadly to say, it's one of the known problems.  In my own experience, sometimes, different servers have different kind of a bug.  That's why I just don't bother to play at those Live servers but on the Test server instead.  Seems to be pretty stable.  However, COT Megatower itself is still pretty buggy with those "no work", "need shopping" issues.  Education and office levels are not working properly too.  Probably the building is so freakin huge that Sims inside don't even know there is a mall or office block upstairs...lol!   But make sure you have the same wealth level buildings near to them, can help solve those problems, sometimes.
