Don't know what these are

When I zone industrial in sc13, small patches with pieces of fence and fuel tanks pop up. These cannot be clicked on, but can be bulldozed. What are they?

They are filler, little (nonfunctional) parks and plazas grow in Residential and Commercial zones.

If you go through an industrial area, you'll see very little land goes unused.  This is just filler to look better.
