Ever since I installed/unstalled the terrain mods and didn't read, my game would crash when entering the city. Do I have to unstall the game then restall the game or is there a way to not have to unstall my games?

The problem with terrain mods is that they usually include props such as trees.  In order to uninstall one of these, you pretty much have to bulldoze each and every prop.  Re-installing the game is not an answer, since the mods are data files only.

The problem is that your data files have been messed up by the terrain mod and this is now included in all city files.  Best thing is to do a game restart.  To do this, move the entire <you>/documents/SimCity 4 folder someplace else.  The easiest way to do this is to rename it.  Then just start the game with no user directory and you'll get the default one constructed by the game.  You can then move in whatever plugins you want to keep.

Unfortunately, you might as well consider any cities using the old terrain mod lost, and start a new set of regions.

The point here is to understand the difference between plugins and the game code.  The game code is invariant unless you patch it.  The plugins and other .dat files are data, and they contain the tables that drive the game.  Reinstall will refresh the default data files as well as the executable code, but unless you've been playing in the game residency files, you shouldn't need to do this.

You are right.  I do it once in a while to renew my interest in the game.
