Disappearing shadows/details while scrolling

So this is rather strange and distressing. Whenever I scroll, all shadows and building details such as trees (part of the building), etc disappear and reappear instantly when I stop scrolling. The appearance and disappearance are smooth and instantaneous and do not slow down my framerate whatsoever.

What I'm running:

SC4 Deluxe (from the old old original CD)

i5-3570k

Radeon HD 7870

8GB ram

All setting turned up to high/on

1920 x 1080 resolution

hardware rendering

Catalyst control center set to mostly "use application settings" for SC4.

Changing to software rendering solves the disappearing problem but makes the game look much worse. The shadows become circular even if I turn everything up on high/on.

Anyone know the solution without switching to software rendering?

Even with a modern system it is possible to overrun this program's ability to keep up with rendering in motion.  You could try turning shadows down a notch.  I run with shadows minimized, but I have to run in software mode due to a software problem elsewhere on my system.

Does this happen if you are scrolling at relatively high magnification (4)?  You know that the game only has six POV settings that can be switched with the numeric keys 1-6, and that there is no panning camera.  I generally move around my map by clicking on the mini-map in the GUI.

    Thanks for the response!

I solved it actually, took some research to deduce what to change in that silly Graphics Rules.sgr file. I also got the SC4Launcher which supposedly had an option to fix it with the "Force Draw on Scroll" but it didn't do anything until I went ahead and manually changed a value in the Graphics Rules. This was all after trying many different things with in-game settings and CCC settings.

Now I'm running it with hardware rendering and no scrolling graphical issues.
