Quick question about Trade Headquarters

Does the trade headquarters give you any benefits that a fully upgraded headquarters for a particular resource doesn't? For example, if I have a fully upgraded Metals HQ in a region then I don't need a Trade HQ with a Metals Division in another city because I already have access to the Trade Port bins I need via the Commerce Division on the Metals HQ. Is that right?

Once you get there the benefits are shared with the region so you can plop a trade port and alloy storage off the bat without needing to go though the process of unlocking it again.

You are right though there are a number of ways of getting there.
