Are great works not working great?

I've never built a great work before.  Finally I built up one of the smaller regions, and finally amassed 1 million to build the arcology. 

 

I spend 1,000,000... then its waiting for approval.  (I'm sorry, what?  Who am I getting approval from?  EA's servers?)

 

Then nothing happens.  The arcology is still there to be bought, but I'm out a million dollars.

 

I'm annoyed.

its taken up to 24hours (real time) for me previously when the servers were more busy.

btw youre only 1/10th the way there. now you need to provide the resources to build the thing.

normally i like to knock it over asap, I budget 10million and just do it in a single hit from 1 city, buying all the resources.
