Lot stuck in budget!

I was using Peg Artificial tree to clean a big industrial city however as needed so many decided to reduce the budget to nil for that part of city beautification as they still worked effectively!

 

Somewhat cheating i know but hey i like them!

 

However when reduced budget for them it also reduced the budget for JRJ Modern Concrete Diagonal Walls + Other lots which meant some of them went grey/dirty as underfunded. So i removed the trees from the map however the cost £50k stayed in the budget. I even then removed the lot from pluggins and went into the map, i now know removed them all as i dont get "a pluggin is missing box" however in the budget there still is a £50k cost with no desc.

 

please help!

Ok so I made it worse

 

Re added the pluggin and lots an now budget 100k :(

 

 

Edit : When remove new trees budget does reduce but orginal trees cost are still there
