Help: New player here asking how to get my city to 30k population

Hi,

 

Im just new at this and I can't seem to get to 30k population. Can you check my city and tell me what is wrong with it. I have attached pictures.

 

Also, my train isn't moving. I have a friend with me on the same region but he doesn't have a train yet. Is this the reason?

 

How do I also get a high tech industry? My sims are educated at 4.5 stars but Im 0.5 at tech level.

 

Also, i have a lot of criminals at 60 but no crimes per day, but I placed a lot of police already. It doesnt go away.

Thanks for uploading pictures. They are really helpful. I took a look, and it seems you have a lot of roads. You need to give your buildings some room so they can expand. This video by Skyestorme will help you out:

Also, when you click on your train, how many passengers does it show you have?

Is that Vu tower? That's your crime issue, it converts your sims into criminals. It should also be teching up your industry.

Tech is also emitted from community colleges and universities every day, the amount depending on attendance. CCs will get you one upgrade, Uni can max it. Tech is not actually related to Education level except that they are generally from the same building. Grade and high schools have nothing to do with Tech level.

It looks like you've placed parks and otherwise brought in higher wealth sims, and that will make your population amount lower, as higher wealth buildings have less population. In any case, you will want to upgrade roads to medium density roads to fit more people.

Criminals can only be arrested by police when they commit a crime. To get rid of all criminals in your city you'd need detectives and patience.
